It is important to have familiarity with the history of special education and related services as this knowledge will empower parents and educators to better utilize special education and related services, which is addressed in-depth in Volume VI - The Application of Special Education Law. One does not have to be an attorney to be successful in advocating for their child or student, however, understanding the nature of special education and its laws is invaluable for parents and educators alike. A strong case is made in this volume for how these laws address dyslexia and reading failure and how parents, teachers, and school systems can work to get her to help all children become competent readers.
Volume V covers the history of special education law, judicial decisions, the Individuals with Disabilities Education Act (IDEA)and its iterations, the cost of special education, Section 504 of the Rehabilitation Act, the Department of Education and the National Center for Education Statistics, the National Assessment of Educational Progress, state laws concerning dyslexia, the Endrew F. case, due process, case law after Endrew F., and the Ontario Right-to-Read Inquiry. 

Volume V provided the history and background of special education and related services. Volume VI takes that knowledge and shows how to use it to make sure children with reading difficulties get the right kind of education. All children are entitled to a "free and appropriate public education" or FAPE. For students who are struggling readers, FAPE means that they have the right to become competent readers, and anything less than that is not good enough.
Volume VI helps parents, teachers, and students understand the process of creating an Individual Education Program (IEP). It explains what standard scores and standardized tests mean, and how to get ready for the IEP meeting. This meeting is extremely important because the results of the IEP meeting will determine if a child qualifies for special education and what help they will get. Most family members are not prepared for the complexity of this process. It can be a bit complicated, but this volume helps make it easier to understand. Sometimes, the IEP team does not develop a plan that parents or teachers think is needed for that child or student. Volume VI provides information so that you know what you can do if you disagree with the IEP. It also discusses Section504 plans and how to provide the right support, and accommodations, for students with reading difficulties in school.
